Being a civilian, BUT having been a police officer myself, I can say without a doubt in my mind that in this senario, you bet I'd take out the terrorist guy and as you said, the others if they so much as looked wrong at the weapon once it left his dead hands. These questions were more for the "Civilians" like me who might not understand what the servicemen and women are dealing with.
